Transit Screenline - SamTrans table and chart are blank

@ykj5060 the tables/charts prefixed "SF - San Mateo Countyline SamTrans" are all blank (see: http://prospector/simwrapper/champ/CHAMP7CE/Run5_2023?tab=11)

I think the observed is blank because we don't have observed data, but we should still have modeled data.
