Deploy not done in the chosen cloud with images that restrict the deployment to only one cloud

I have an application in with some (but not all) components have placement policy to connector/href='cyclone-fr2'

When I ask to deploy a cluster, it propose me only cyclone-fr2 (correct)

But when I start it, some component are not on cyclone-fr2
