Add FCC checks to ease upload to bdc.fcc.gov

The FCC performs a number of checks on data during the upload process. We should replicate these where possible and try to catch as many as we can.

This issue is a work in progress. Some checks we should do include:

• Upload subscriber data and ensure all census tracts with subscribers have availability
• Automatic generation of methodology statements, etc.
