[TASK] Add csc.rp file check and appending of dll lines

If there is a csc.rp then the file will need two additional lines adding:
-r:http://System.IO.Compression.dll
-r:http://System.IO.Compression.FileSystem.dll

If the file is not in the project then it needs to be made with the above lines in Assets\
