ssh is not available for Dapps in StatusIM browser

Topic Democracy gives option of gasless voting.
The solution consists in users broadcasting in whisper their signature and (optionally) waiting for inclusion in a merkle root of signed votes by a volunteer (can be any user).

To be able to provide this functionality seamlessly with Status, the shh object should be properly exposed to dapp.
Possibly shh would allow "dapp specific derived pubkey" to send whisper messages, not exposing user chat identity.

Any way of sending a whisper message, signed by any identity, from dapp would work for this specific project - because what matters is the content of the message "vote signature".
