Adding Assignees after deleting and saving does not trigger View update

To Reproduce:

1. Delete all assignees
2. Save Issue
3. Add Assignee

This results in the assignee being added to the viewmodel, but View is not updated (cannot see added user, nor is save icon triggered).

If change to another issue and then back again, assignees and save icon visible.

Is this to do with the save routine?? I.e. Save doesn't update assignees, therefore HasChanges will not fire.

Have hacked it a bit. Still some issues when you save + remove (you have to try remove twice), but CBA with a crappy bug like this!
