Replace "/etc/rc.local" with "/etc/startup.sh"

I have tried to use the code in RP Zero 2 W, however it fails, it seems it is due deprecated "/etc/rc.local",
I have replaced "/etc/rc.local" with "/etc/startup.sh", and use "crontab -e" and it solved the problem, maybe it can be applied in the main branch? thx
