Maybe you are not using the 7.0.73 version of tomcat, you can download it from this link
https://archive.apache.org/dist/tomcat/tomcat-7/v7.0.73/bin/apache-tomcat-7.0.73.zip
and change your environment variables (catalina_home and the path)
