DCCP

Add the option to use DCCP (Datagram Congestion Control Protocol) for the tunnel (unicast) protocol rather than UDP. That way it could be more friendly/resilient when traversing a congested link, or just useful for translating between UDP multicast & DCCP unicast.

DCCP has reliable connection initiation, so it might be feasible to prefer DCCP and only use UDP as fallback.
