Combat Overhaul patches not applying #8

Summary:
The Combat Overhaul compatibility patches for Electrical Progressive: Equipment do not seem to be applying. The .json files are present in the mod, but the stats defined within do not match the stats seen in-game.

Steps to reproduce:
- Open creative inventory or handbook
- Check stats of electric armor
