Integrate agent guidance and memory system

Objective

Bring in the agent guidance and memory system from otlp-mcp to establish a foundation for agent-assisted development going forward.

Scope

1. Create BOTS.md with otel-cli-specific guidance
2. Create symlinks CLAUDE.md and GEMINI.md -> BOTS.md
3. Adapt guidance to emphasize:
   • Self-contained codebase philosophy
   • Functional/integration testing focus
   • Existing Go patterns and structure
4. Bump version to mark the beginning of agent-assisted development era
5. Track progress using GitHub issues going forward

Context

This project has significant OSS history and we want to leverage GitHub's issue tracking more than otlp-mcp does. The agent guidance will help maintain code quality and consistency as development continues with agent assistance.

Agent guidance system has been implemented and PR created: #13

The system is now in place for agent-assisted development with:

• BOTS.md tailored to otel-cli's functional testing philosophy
• Git-based memory system (not jj)
• GitHub issues integration
• Shell script integration emphasis

Ready for review and merge to mark v0.6.0.
