feat: multiple github app for both orgs/individuals

## proposal

currently we only support one github app that too for individuals only, i think it would be better if we support multiple github apps for individuals as well as organizations, maybe we can cap the permission to create the github apps to the owner only and other members can only add the github app to their individual github or github organization
