Remove unnecessary rules testing files

Remove E2E test files that test project rules documentation. These are not needed for actual functionality testing.

Created .tasks/issue-22.md for incremental ticket tracking and traceability. All updates will be logged in this file with YAML metadata and update history. See README for workflow details. [commit 7cc4e9d]
