Update year to be dynamic

• website/vite.config.js: Added currentYear context variable using new Date().getFullYear()
• website/src/partials/footer/footer.html: Changed hardcoded © 2023 to © {{currentYear}}

This approach uses the existing Handlebars templating already in place for the website, so the year will automatically update each time the site is built.
