In your opinion, can we apply plasticity to recognition task of nerural networks using Convolutional networks. If yes, how and why should it work.

I am trying to use this method described as Hebbian plasticity formulas for object detection task using CNN. However, there's no success so far.
I am not able to reduce the error rate and its constant.

Please let me know if you need more information on my experiment.

For CNNs you might want to take a look at CNN-specific plasticity research. One notable recent paper is https://arxiv.org/pdf/2107.01729 - which coincidentally was published just after the above posts.
