Enable ability to mass edit approvers in PrePurchasing

It doesn't seem like there is a quick way to mass edit approvers in PrePurchasing - according to INC2044299, I have to delete the question in each workgroup and add a new one with different approvers. This seems incredibly inefficient and time consuming for on/offboarding people (I have 150ish workgroups I'd have to go through). Would it be possible to make this easier? For example, maybe you could have the same question/approval copied across all the workgroups for a subunit/METRO and only have to change it in one place to get it updated across all the other METRO workgroups/orgs.

We've had this issue with on-boarding/off-boarding. There are several places we have to go in to remove/add people.
