Translate to element action can create translations for unsupported sites

In cases where some singles does not propagate to all sites, selecting all via Translate to element action, can lead to queue jobs trying to translate content to unsupported sites. The queue job fails with error message "Attempting to propagate an element to an unsupported site.".
