explore using jwt claims to represent blessings

jwt's support the concept of a 'claim' which is roughly analogous to a vanadium blessing. Consequently it should be possible to define a secure translation from blessings to/from jwt claims and thus allow vanadium blessings to be passed to web clients and presented back to vanadium services using the existing jwt libraries.
