Split Velvet into a separate folder

As Velvet now is receiving more attention now, I suggest we split it into a separate folder and make its own installation instructions. There are a bunch of things we should do

• Make Velvet into a separate folder
• Add a building commands for Loom with options to build Velvet tests and Velvet case studies
• Update Velvet documentation
• Mention Velvet early in the README

For now, I just want people to see Velvet in the root folder of the project. So I want to move it to a separate folder inside Loom
