Move potential topics and suggestions to github issues.

I think it would be a cool idea to implement a policy that takes topic suggestions in the form of github issues ~~and allows users to vote on suggestions via http://feathub.com/ or something similar~~.

EDIT: looks like feathub doesn't link to issues

Also moving topic ideas/suggestions from README to issues.
