Fix deployment technical debt

At the moment there is an internal package model number, calver (e.g. 2022.2.0), a code package number (e.g. 0.2.3), and these two have to be uploaded to the Data & Digital prod s3 bucket. There are a couple of manual steps in the process. This is not ideal.
