Improve Performance: remove setTimeout when load assets and bootstrap sup app

Is your feature request related to a problem? Please describe.
add setTimeout(() => { forkJoin(apps$)... }) for solve the problem of flicker, e.g. redirect to app1's dashboard from portal's about page.

We found in Angular 9.x, the flicker problem disappeared, so we can remove setTimeout to Improve Performance
