Upper limit of user touch-zoom is not configurable

Internally, the client sdk has an upper limit to prevent user zooming out indefinitely. Currently this is not exposed / configurable via android-api.

The default setting does not allow the user to zoom out sufficiently to view the entire globe on narrow portrait aspect ration devices.
