PHP Depreciation warning: ActionScheduler_Store::save_action()

Bug Report

Expected Behavior

App should not show any PHP warnings

Actual Behavior

App shows following PHP depreciation warning:

ActionScheduler_Store::save_action(): Implicitly marking parameter $scheduled_date as nullable is deprecated, the explicit nullable type must be used instead

Steps to Reproduce the Problem

1. Enable debug or use Query Monitor Plugin
2. View logs
