🐛 Account UI: custom roles with admin base role can't update another user's role

Description

Any role with systemRole.grant = true should be able to make edits to existing user roles on their respective instance. However, the interface is not allowing custom roles to perform these actions.

To Reproduce

1. Create a new role on an instance, give it a base role of Admin
2. Set yourself with that new role
3. From the accounts ui, try to click the dropdown of a user's role to assign them a new role
4. See that the dropdown is disabled
