incorrect translation state #218
Description
when open the translate page the msg start with state of [PUBLISHED] when it has value or [MISSING] if it doesn't have a value.
after update the translation and save it it become [UPDATED]
after that if the page refresh or just close the info wind the msg state become [PUBISHED] again
this state publish is not true since this value is not actually in the base branch
suggestion: that when BE provide the messages it has to contain a meta info weather this translation is new (maybe with translation timestamp) or it is the original "published"
