Setup - Need to create installer routine

We need a basic 'setup.php' script that will ask the user to fill in all the fields that are used in settings.xml, so that our setup script can then update/create the settings.xml file with those values.

It should then proceed to verify the settings and create a new user record in the database w/ admin privs.
