This upgrades the golangci-lint GitHub Action to v8 (from v6). This also upgrades to golangci-lint version 2.
This showed up as part of upgrading the golangci-lint to the latest v2 version.

This addresses the dependabot PR #190 and #233 by upgrading the
golangci-lintGItHub Action fromv6tov9. As part of this process we now use thegolangci-lintv2.
