добавлен файл inc_codes.py для полного или инкрементального заполнения таблицы codes_operator
Использование:
python inc_codes.py diff codes.db
Если codes_operator не существует, то
python inc_codes.py full codes.db
используется только lxml, привязки к django нет. Коды Казахстана не учитываются.
