The modesSendSBSOutput() function drops all non-ICAO addresses, which blocks $-prefix UAV data from forwarding between readsb instances (beast → apex → globe). Allow ADDR_UAV through.
The SBS output was writing mm->addr with the NON_ICAO_ADDRESS bit included, producing a 7+ digit hex like 1000001. The receiving parser expects either 6-char hex or $XXXXXX. Output the $ prefix and mask to 24 bits, matching the JSON output format.
