Adds kube-proxy image version metadata so VHD build can cache mcr.microsoft.com/oss/v2/kubernetes/kube-proxy for Kubernetes 1.31–1.33 (aligning with AKS switching to the oss/v2 image starting in 1.31).
Changes:

multiArchVersionsV2entries for kube-proxy v1.31, v1.32, and v1.33. - Preserved existing kube-proxy v1.34 entry.

What this PR does / why we need it:
In AKS side, we switch to use oss/v2/kubernetes/kube-proxy since 1.31.0. Add the cache in VHD
