Remove Application Insights baseline error after ServiceLabel fix

The CODEOWNERS file was updated to use the correct ServiceLabel %Monitor - ApplicationInsights instead of the invalid Application Insights. This PR removes the corresponding baseline error entry to ensure the linter will catch future regressions.

Changes

• Removed 'Application Insights' is not a valid label for this repository. from .github/CODEOWNERS_baseline_errors.txt

Without this cleanup, the baseline would silently suppress linter errors if the label regressed to the invalid format.
