Update StableSurge Hook Parameters for JUSD / sJUSD / USDC on Ethereum

@tiago-hansen can you link the reasoning here? Partner request? Reduction so that aggregators can pick up volume again? Would be great to coordiante this with @zekraken-bot

@Xeonus, yes, these parameters were set in coordination with Zekraken and aligned with Aegis. It's a new pool. We are using 9% as a standard for max surge fee mainly because KyberSwap does not route any swaps higher than that.
