Extract out time stamps from a video editor project file in the format used by YouTube

- Olive 0.1.2 (May work with 0.2, hasn't been tested)
First argument must be the path to the project file being parsed, ensure that is has the correct extension for that editor (kdenlive for kdenlive, ove for olive).
Second argument is optional, this allows you to specify the framerate of the project.
