Avoid forcing protobuf 6.x in reference training envs

This new hard requirement can make the reference training setup impossible to install (or break at runtime) when users follow the README steps to train with TensorFlow. The repo already documents a hard protobuf pin (<=3.20.2) in api/pyproject.toml due to protobuf/TensorFlow errors; installing protobuf>=6.33.5 here will conflict with TensorFlow’s constraints or override the older protobuf needed for TF-based training. Concretely, pip install -e . + TensorFlow (for train_tensorflow.py) + pip install -r references/requirements.txt will now resolve an incompatible protobuf version, causing install failure or TF runtime errors.
