- Add comprehensive BuilderNet protocol specifications in Ethereum consensus-specs format
- Include protocol_state.md with persistent state definitions
- Add p2p_interface.md for node-to-node communication protocols
- Create Builder_node.md with node behavior and lifecycle specifications
- Add Blockspace_auction.md for MEV-Boost integration and auction mechanics
- Include Flashtestations.md as placeholder for future definition
- Implement network vs operator configuration distinction
- Add relay subscription management and network parameter update procedures
- Include TEE integration, Flat Tax Rule, and refund mechanisms
- Add comprehensive validation rules and operational procedures
