This PR adds HC to some maps. Up to 3 HCs are supported. HC connect/disconnect during mission isn't supported.
These systems are moved to HC:
Some init code is moved from initServer to separate files to simplify offloading. Mortar site and motorpool guards init is moved out of their init files to fix AI count and skill parameters.
Almost all
isServerchecks are removed because this is handled in bootstrap.Waypoint statements are modified to prevent global run.
