Quick temp shim to get c eval to differentiate between '<' and '<='
There's a commented out attempt at getting simplify to carry through the flag, but it seems to break more complicated expressions in rather subtle ways not captured in a test as of yet
The branch right now passes the current test suite, and doesn't seem to break in progress teg_application code
