feat: add New User Guide to Neve

Summary

This adds a guide for new users to get started with their website. It will only appear for new users. It will appear in the Dashbaord under Launch Progress.

@HardeepAsrani, Everything is working fine here. However, I noticed two things:

1. The “Starter Site” button currently points to
   /wp-admin/admin.php?page=neve-onboarding, but this page shows an “You are not allowed to access this page” message when the Starter Sites & Templates by Neve plugin is not installed.
   Can we add a check for the plugin, and if it’s missing, display a message prompting the user to install it instead?

2. The “Create Your Homepage” button is currently linked to /wp-admin/edit.php, which takes users to the posts list instead of the page creation screen.
   It should instead redirect to the Add New Page screen.
