add 'texture' and 'delayRespawn' options

some features added to Respawning Dash Blocks:

• 'texture' option allows you to specify a folder containing custom textures for the block (requiring the contents to be appropriately named)
• 'delayRespawn' makes the block work similarly to Core Blocks, where it will be given a respawning animation that re-enables its collision early

Workflows fail because the mod hasn't been built for a while, the expected Everest dependencies aren't the same anymore. Merging anyway, will fix on mod update release.
