Change our gitlab pipeline to dynamically choose between generating the downstream pipeline if needed (on PRs). If not then it won't generated the downstream pipeline. Since we can't generate empty pipelines I had to create a placeholder pipeline with on success_job. This pipeline can be replaced by actuels tests we want to run on non-PR branches.
