Rewrite README as an activation doc with personality: sharper opener
("nobody checks its homework"), scenario framing that lands in one
read, signal table for Advisory/Interlock/Attestation, and zero
decapod CLI commands in the user-facing surface (only init). All
instructions tell the user to work through their agent in plain English.
Preserves contract phrase for test_intent_context_spec_contract_alignment.
Updates artifact_manifest.json SHA256 for release_check gate.
