CRAN release version 0.3.1

Minor bug fix to address issues that emerge due to an update of R which exposes character encoding bugs in vcr. To get around this issue, we slightly modified 4 of erroneous names in the example dataset to omit non-ascii characters.

We also added a progress bar for queries that require processing multiple batches of names.
