Summary

add a new soar_framework package implementing a minimal SOAR framework
include playbook engine, Ollama integration and stub APIs for SIEM, EDR and cloud services
demonstrate evidence ledger and documentation helpers
provide a sample playbook and update README with usage instructions

Testing

python -m py_compile $(git ls-files '*.py') (fails: SyntaxError in existing scripts)
