The Gateway Process (1983)
Binaural beat technology investigated by Army Intelligence for inducing altered states of consciousness. The famous "Analysis and Assessment of Gateway Process" document explored how specific audio frequencies could synchronize brain hemispheres and potentially enable expanded awareness.
The Stargate Project (1972-1995)
A $20M+ program that trained remote viewers to perceive distant targets using only their minds. Viewers were given coordinates or sealed envelopes and asked to describe what they "saw." The program employed 22+ active viewers and ran for over two decades.

When two slightly different frequencies are played separately to each ear, the brain perceives a phantom "beat" at the difference frequency. A 200 Hz tone in one ear and 210 Hz in the other creates a perceived 10 Hz beat.
This phenomenon, called the Frequency Following Response, can shift brainwave activity toward target states:

The CIA commissioned Lt. Col. Wayne McDonnell of U.S. Army Intelligence to write "Analysis and Assessment of Gateway Process" (document CIA-RDP96-00788R001700210016-5). The report investigated the Monroe Institute's "Hemi-Sync" binaural beat technology and its potential for military/intelligence applications.
Key findings from the report:
- Binaural beats can synchronize brain hemispheres ("hemispheric synchronization")
- Specific frequencies induce specific states of consciousness
- These states could potentially be used for remote viewing, out-of-body experiences, and expanded awareness
- The report references quantum mechanics, holographic universe theory, and consciousness as energy
The Missing Page 25
The document was declassified in 2003 but Page 25 was mysteriously missing. The CIA claimed for 18 years that Page 25 "never existed." In 2021, journalist Thobey Campion discovered the Monroe Institute had the complete document all along—they simply emailed it to him.
Page 25 contained the continuation of McDonnell's discussion about consciousness and "the Absolute"—stating that self-consciousness "serves the Absolute as the model around which the evolution of time-space revolves to ultimately attain a reflection of and union with Him." The page then transitions to "Motivational Aspects" explaining why Gateway is faster than traditional meditation.
Stargate was a $20M+ program spanning CIA, DIA, and Army Intelligence that investigated "remote viewing"—the ability to psychically perceive distant targets. The program went through multiple code names:

- Headquartered at Fort Meade, Maryland

- Notable viewer Joseph McMoneagle (Remote Viewer #001) claimed involvement in 450+ missions
- Statistician Jessica Utts found subjects scored 5-15% above chance—statistically significant, if not operationally useful
- Program terminated in 1995 after review concluded results were "too vague and inconsistent for actionable intelligence"

Soviet Union (1920s-2003)
Spent an estimated $500M-$1B on "psychotronics" research. Programs were based at underground laboratories including facilities at Odessa State University and the Filatov Eye Institute. KGB and GRU oversaw research into telepathy, remote viewing, and "psychotronic weapons." Research was so secret that documents from the 1930s-40s remain classified today.
United Kingdom (2002)
The Ministry of Defence conducted remote viewing tests costing £18,000. Researchers recruited participants to describe contents of sealed envelopes containing images. Results showed 28% achieved "close guesses" but the MOD concluded the technique had "little value" for defense purposes.
China (1968-1999)
The 507 Research Institute (later Beijing Aerospace Medicine Engineering Institute) studied "Human Science" under the leadership of Qian Xuesen—the scientist who helped develop China's atomic bomb. Research combined traditional Chinese medicine, qigong, and study of supernatural abilities. Program reportedly ended after the 1999 Falun Gong crackdown.
Israel (1970s-present)
Uri Geller claims to have worked with Mossad after being recruited at age 13. CIA documents confirm Geller was tested at Stanford Research Institute in 1973 as part of Stargate, with researchers concluding he "demonstrated his paranormal perceptual ability in a convincing and unambiguous manner." BBC documentary "The Secret Life of Uri Geller" (2013) explored his alleged intelligence work.
The Psychic Gap
The US program was largely initiated because of fear of a "psychic gap" with the Soviets. A 1973 DARPA-commissioned RAND Corporation study concluded Soviet research was more likely to achieve practical results than American efforts.

Binaural beats themselves were discovered in 1839 by German scientist Heinrich Wilhelm Dove—they are a natural auditory phenomenon that cannot be patented. Monroe only patented specific methods of application, and all those patents have expired.
