Code Review

This pull request updates the version from v1.70.0 to v1.71.0 across numerous module and configuration files. The changes are mostly straightforward version string replacements. I've pointed out a couple of instances where the version for the google-beta provider meta block seems to have been missed, leading to an inconsistency with the other updates.
