This step in the vetting workflow implementation uses the configuration to hide certain metadata fields from the end user. It accomplishes the following from the linked issue:

Now, if in vetting mode, only the GRTS cell bounding box will be show in the map views. Additionally, a new value has been added to indicate pending submissions (a user has created a file annotation for a recording, but hasn't submitted it yet).
