add disable filter button to show all annotaitons

• Adds a new 'disableAnnotationFilters' variable to the trackFilterControls that will skip over all other filters.
• Adds a mdi-filter-off icon to the type filter that allows for visualizing all items that have been disabled by filters (type filters, confidence filter or track attribute filters)
• Add disabling states to various filter controls when 'disableAnnotationFilters' is active:
  • Type filter main checkbox is disabled
  • Type filter indvidual types are disabled
  • Confidence filter slider is disabled
  • Individual track checkboxes are disabled when showAllAnnotations is true
• I decided that any individual tracks that are unchecked (not using a filter) are not toggled back on when show all anootations is enabled. I do hover prevent the user from unchecking additional elements when this is true.
• I decided to allow creation of tracks and deletion when in the disableAnnotationFilters mode because they don't intersect or interfere with each other.
