Add Laravel 12 and PHP 8.4 support, update workflows

Adds compatibility for Laravel 12.x and PHP 8.4, updates GitHub Actions workflows to test against new versions, and enhances the testing matrix. Updates dependency constraints in composer.json, adds static analysis configuration for PHPStan and Psalm, and documents new requirements in README and repository setup files.
