tweak webpack config and eslint config for test.
As first step, I change Masa class to have only functions of explorer.
MasaTx class provide functions for create signed transaction.
In future plan, MasaPoint, MasaCoin, Community are to be wrapper of web3.eth.contract. so that, these accessor method must be async process.
